How we handle sources · See source references

Source’s stated verification: October 2026. Discount laws were actively debated in Congress in late 2026 — read the discount section carefully.

These everyday services — pills, dentists, glasses, hearing aids, lab tests — are almost entirely private in Panama, even for people in the public health system. The good news: most are far cheaper than in the US or Canada, and retirees get legal discounts on top.

How does the retiree discount work on medications?

Panama's discount law (Ley 6 of 1987, as amended by Ley 30 of 2008) gives jubilados/pensionados — including resident foreign women 55+ and men 60+, even without the Pensionado visa — these medical discounts:

Item Legal discount
Prescription and non-prescription medications 20%
Doctor and specialist fees 20%
Hospital and private-clinic bills (when paying without insurance) 15%
Dental services 15%
Optometry services 15%
Prosthetics and assistive devices (hearing aids, glasses as devices) 20%

⚠️ You will still see "10% off medications" in many older guides — that figure is outdated. It comes from the original 1987 text. The current consolidated law (Texto Único, published by order of the Assembly under Ley 30/2008 and confirmed by a Supreme Court plenary ruling in 2022) says 20%, with no prescription-only restriction.

⚠️ Legislative flux — nothing new is in force: Bill 226, which would have raised the medication discount to 30%, passed the Assembly on August 27, 2026 but was vetoed in full by President Mulino on September 20, 2026. A replacement, Bill 256 (presented October 6, 2026), proposes raising medications to 25% — it was still in debate as of October 11, 2026, with backers claiming passage by late October. Until a new law is sanctioned, the legal discount remains 20%. Check this article's update date before quoting numbers.

Discounts are not automatic: show your pensionado/jubilado ID or cédula and ask ("¿Tiene descuento de jubilado?"). They cannot be combined with other promotions. ACODECO (the consumer-protection agency) enforces the law and fines non-compliant businesses — refusing the discount is the #1 senior complaint filed with ACODECO. Note that vitamins and supplements (Ensure, etc.) only qualify if prescribed for a diagnosed condition.

What do medications cost in Panama?

Major chains: Arrocha (30+ branches), El Javillo (36+, strong in the interior, 25% off for everyone on Wednesdays), Metro Plus (inside Rey supermarkets), Farma Value (discounter), and Revilla (the #1 chain in Chiriquí, founded 1905). Hospital pharmacies at Pacífica Salud run 24 hours; chains deliver via their apps/WhatsApp (a prescription photo is needed for Rx drugs).

Sample 2025–26 retail prices:

Medication Panama price Notes
Metformin (30 tabs) $7.25 vs ~$19 in the US
Lisinopril $11.56 ~33% cheaper than US
Atorvastatin (14 tabs) $19.54
Omeprazole (14 caps) $13.27
Azithromycin (500 mg pill) $5.07
Salbutamol inhaler ~6.5× cheaper than US

⚠️ Panama is NOT uniformly cheaper. Venlafaxine (Effexor) can cost up to 700% more than in the US; some specialty drugs are unavailable or pricey. Verify every medication you take before moving — check arrocha.com or Farma Value's online catalogs, or the government-supported MedicApp for prices and availability near you. Panama Relocation Tours publishes a free "50 most prescribed medications" price list.

Two more money-savers:

  • Ley 419 reforms: since 2024, Panama automatically recognizes US/EU/Canadian drug approvals, caps retail prices on 51 essential chronic-disease drugs (ACODECO-enforced, fines up to B/.50,000; renewed April 2026), and runs the "Precios Más Bajos" program — 140 essential drugs at 52–95% discounts in 110 MINSA facility pharmacies, no insurance required. Ley 419 also obliges doctors and pharmacies to tell you about cheaper bioequivalent generics — always ask.
  • ⚠️ Honest caveat: supply gaps persist (the government used emergency import powers in June 2026), and the projected 20–30% overall price drop has not fully materialized.

Can I buy my medications without a prescription? What about controlled substances?

Many drugs that are prescription-only in the US are over-the-counter in Panama: most blood-pressure medications (lisinopril, amlodipine), metformin, most antidepressants (sertraline, fluoxetine), omeprazole, gabapentin, and many antibiotics (enforcement varies — chains are stricter).

Controlled substances are a different world:

  • Benzodiazepines (Xanax/alprazolam, clonazepam, diazepam): need a local prescription; the pharmacy keeps a copy; ID may be required.
  • Opioids (oxycodone, hydrocodone, tramadol): prescription-only; some only through hospital specialists in limited quantities.
  • Not available at all in Panama: Adderall (amphetamine salts), Ambien (zolpidem), trazodone. Pseudoephedrine (Sudafed) is banned outright. If you take any of these, plan a transition with your doctor before moving.
  • Personal importation: you may bring up to a 90-day supply of non-controlled medications in original packaging with your US prescription, in carry-on luggage. Controlled substances require an advance import permit from the Dirección Nacional de Farmacia y Drogas.

What does dental work cost?

Dental care is essentially 100% private — and a major reason people come to Panama. 2025–26 price consensus:

Scroll the table sideways to see every column

Procedure Panama US comparison
Cleaning $50–100 (~$5 at the University of Panama dental school) $100–200
Filling $80–150 $150–300
Root canal $300–500 $700–1,500
Porcelain crown $400–800 $800–1,500
Implant with crown $1,500–2,100 $3,000–6,000
All-on-4 (per arch) $8,000–15,000 $20,000–30,000+
Veneers $400–700/tooth

⚠️ "$1,000 implant" ads usually mean the fixture alone or mini-implants — not the restored tooth. Pre-implant add-ons: bone graft $400–600; sinus lift $1,500–2,100. Expect two visits 3–6 months apart. Top Panama City clinics use Straumann/Nobel systems with CBCT 3D imaging ($150–300) and English-fluent staff; the 15% jubilado discount applies. Regional notes: Boquete cleanings run $20–25 with complex work referred to David/Panama City; Coronado has an English-speaking dentist (Clínica Dental Coronado; expat-reported cleaning $40 — ⚠️ prices are expat-reported, not clinic-published).

What about eye exams and glasses?

The óptica market is competitive and merchant-published 2026 prices are available:

  • Eye exam: B/.25–50 (often free with purchase, or credited); ophthalmologist consultation $60–120.
  • Complete glasses: single-vision $60–120; bifocals $80–200; progressives $100–320. Add-ons: blue-light filter +$35, high-index +$50–100, photochromic +$100, Transitions +$175.
  • Contacts: from ~$28/box.

Chains like Óptica Ping and OKIO advertise the Ley 6 retiree discount on frames and lenses — commonly applied as 20% (treating glasses as assistive devices; the statute's optometry-service numeral says 15% — ⚠️ merchants apply the 20% device numeral in practice, not combinable with promotions). Cataract surgery runs $1,500–2,500 per eye privately.

And hearing aids? — an honest data gap

Major brands are present through local distributors — Starkey via "Audífonos de Panamá" (Clínica San Fernando / Policlínica Norte), Phonak via Vocalis Panama — but no Panamanian distributor publishes retail prices; they quote by audiogram. ⚠️ This is a genuine data gap: we cannot give verified Panama prices.

What we can say from international benchmarks: hearing aids are one of the few health items not much cheaper regionally. 2026 US ranges — OTC $199–1,299/pair; telehealth-fitted $1,000–3,500; premium in-clinic (Phonak/Oticon/Starkey) $3,300–7,500+/pair. Expect Panama clinic pricing near international premium levels, and compare against US Costco ($1,399–2,999/pair) before buying locally. The Ley 6 discount of 20% on "prosthetics and assistive devices" should apply to hearing aids — ask for it.

Can I get lab tests without a doctor's order?

Yes — walk-in labs without a prescription are normal in Panama ("No requieres orden médica" is standard marketing), and home sample collection exists. 2026 prices: complete blood count $8–30; glucose $6–15; lipid panel $8–20; urinalysis $5–35; thyroid panel $50–90; PSA $15–30. Bundled preventive packages are excellent value: MiniMed's preventive panel (blood count + urinalysis + lipids + glucose + uric acid + doctor's reading) is $35.21, and a diabetic profile is $28.71. Under the current law, lab-type exams ordered for a professional service can fall under the 20% technical-services discount; the pending Bill 256 would make an explicit 30% lab discount — not yet law.
