How we handle sources · See source referencesSource’s stated verification: October 2026 — two days after the M7.7 Azuero earthquake of October 9, 2026. Verify road and building conditions locally before travel or purchase.
The Azuero Peninsula — Pedasí, Playa Venao, Chitré, Las Tablas — is the heart of Panama's Arco Seco (Dry Arc): the driest region in the country (~39 in/yr of rain in Pedasí, roughly half the national norm), windy December–April, culturally authentic (Carnival in Las Tablas is legendary), and the cheapest documented senior living in Panama. The trade-off is distance: Panama City is 5–5.5 hours away by road, and until recently Azuero had no modern ICU. That changed in 2024 — but only partly.

What is the healthcare reality — be honest?
🏥 Healthcare Tier: T2–T3 (borderline). The new ICU helps — serious care is still far.
- The 2024 game-changer: Clínica Especializada de Azuero in Chitré (inaugurated July 13, 2024; part of the JCI-accredited San Fernando network) is Azuero's first modern private hospital — 24-hour ER, ICU, imaging, operating rooms, maternity, lab, blood bank. It is the best-equipped hospital on the peninsula, located in central Chitré next to the fire station (PH Medical Plaza, Calle Melitón Martín). Phone 6581-7323.
- But be explicit: for a senior in Pedasí, that ICU is still 1–1.5 hours away, and anything beyond stabilization — cardiac surgery, oncology, complex cases — means Panama City, ~5 hours by road. RetireFinder calls Pedasí's medical position "the thinnest of any Panamanian destination" and flags cardiac/oncology patients as better served elsewhere. Playa Venao has nothing substantial at all.
- Local care: Pedasí's MINSA-CAPSI clinic handles basics ($2–25 consults, 24-hr nursing). Las Tablas has the public Hospital Joaquín Pablo Franco Sayas (well-equipped for general needs; long waits, limited English) plus private clinics at $15–40. The regional public referral is Hospital Regional de Azuero Anita Moreno (La Villa de Los Santos, 257 beds since 2019; a B/.46M completion project runs through ~late 2026).
- ⚠️ Public hospitals in Azuero are spartan — family is expected to provide sheets, food and personal care. One expat's scooter accident cost just $120 for 3 ICU days + 7 ward days — cheap, but "self-serve." Private hospitalization requires payment guarantees up front. Many Azuero expats reportedly carry no insurance because out-of-pocket care is cheap — we consider that risky for 65+ profiles and recommend at minimum a medevac-capable policy.
What does it cost — including the cheapest documented budget in Panama?
- Las Tablas holds the record: a documented couple budget of $975–1,360/mo total; 3BR houses $50–70k to buy in town neighborhoods; dental cleaning ~$30; Chitré's hospital cluster is 20 minutes away. This is the cheapest senior-viable town in Panama with real hospital access within the half-hour.
- Pedasí: town rents $400–750/mo, beach-edge $500–900; homes $200k–500k, lots from $35k. Tight-knit expat community integrated with local festivals.
- Playa Venao: $600–1,100 rents; gringo-priced groceries; ~$1,000–1,600/mo comfortable single budget (International Living's sample couple budget: $2,640/mo with a $1,500 low-season 2BR). Buying: condos ~$505k; homes $575k–900k+. Skews younger — surfers, remote workers, investors.
- Chitré: 3BR houses $120–200k; the regional commercial hub (supermarkets, banks, bus terminal; PC bus $9, or $6.35 with the jubilado discount).
⚠️ Drive-time honesty: realtors claim 3.5 hours PC→Pedasí; independent guides and residents say 5–5.5 hours via Divisa–Chitré–Las Tablas. Air Panama flies Albrook→Chitré (~30 min) and offers Pedasí service. Also treat "95% fiber coverage" claims cautiously — residents cite brownouts and supplement with Starlink.
Hazards — the honest box
- ⚠️ EARTHQUAKE — October 9, 2026. A magnitude 7.7 earthquake struck with its epicenter ~23 km south-southwest of Macaracas, Los Santos — right beside the Pedasí/Playa Venao retirement zone — at ~10–12 km depth. At least 27 injured (no deaths reported at publication); damage concentrated in Azuero churches, homes and roads; tsunami threat issued and lifted the same day; largest aftershock M6.6 with 22+ aftershocks ≥M4.5 in the first six hours. This is a live reminder that seismic risk — not hurricanes — is Panama's top sudden-onset hazard, and Azuero is the exposed region. Expect damaged roads and aftershock risk through late 2026; have any pre-2026 construction inspected before buying.
- Wet-season flooding: November 2025 brought river floods and landslides in Herrera and Los Santos; secondary roads on the western Azuero flood and degrade in the rains.
- Power/water: brownouts are routine; reserve water tanks and Starlink backup are standard practice.
- Crime: genuinely low — the main "risks" are gringo pricing and petty corruption. Violent crime against expats is rare.
Who does Azuero suit?
- Pedasí: healthy, socially engaged retirees wanting beach, dry climate (excellent for mold-sensitive and respiratory/joint complaints), authentic culture and low cost — who accept being 1–1.5 hours from the nearest ICU and 5 hours from tertiary care.
- Las Tablas: budget-maximizing couples ($975–1,360/mo is real) comfortable with spartan public healthcare and Chitré 20 minutes away.
- Chitré: the practical pick — real hospitals including the new ICU, commercial services, lower prices than expat hubs — for Spanish-capable seniors.
- Playa Venao: active, younger-leaning (55–65) ocean lovers; beautiful but far from everything.
Who should avoid it?
Anyone with cardiac, oncology or complex chronic conditions who cannot accept a 5-hour road trip to tertiary care; anyone needing English-first services outside Pedasí's bubble (Chitré and Las Tablas run in Spanish); mobility-limited seniors on the western beaches in wet season; and — for the next months — anyone unwilling to factor post-earthquake inspection and aftershock risk into property decisions.
Community life
Pedasí's ~250–300 expats (Americans, Canadians, Israelis, Europeans) run a tight-knit, integrated scene — the Pedasi Expat Association claims 200+ member families (self-reported by a realtor; treat cautiously). Festivals, including Carnival in Las Tablas, anchor the calendar. Chitré and Las Tablas offer an increasingly bilingual provider base but limited English social infrastructure. No English-language church cluster is documented outside informal gatherings — verify locally.
Practical notes
- Getting there: drive PC→Pedasí 5–5.5 hr; Air Panama Albrook→Chitré ~30 min (Pensionado 25% airfare discount applies to the base fare); Chitré→Pedasí ~1 hr.
- Banking/shopping: Chitré is the hub; Pedasí has basics; Venao requires planning.
- Insurance reality: cheap out-of-pocket care tempts expats to "go naked" — with the new Chitré ICU the calculus improved for stabilization, but serious care remains far; keep evacuation coverage.
