Start with your circumstances

Residency first.
Questions before commitments.

Your immigration status and your firearm authorization are separate matters.

01

Check your status.

DIASP’s first-application checklist covers Panamanian nationals and foreign residents and asks for a cédula. Confirm which residence and identity documents apply to you.

02

Define the permission.

Keeping a firearm at registered premises and carrying one are different permissions. Start with the distinction below when talking to DIASP.

Compare tenencia & porte ↓
03

Confirm the process.

Use the official checklist for your type of application. The research’s visa timelines, dealer deadlines, and processing estimates are not promises of approval.

A dated rule to check before planning

The import picture.

Decree 19 suspends covered semiautomatic rifle imports for one year, with specified exceptions. The decree distinguishes that import restriction from cancellation of existing lawful permits. Exceptions still require authorization.

01Residency & the licensing roadmapIdentity documents, permit types, and filing windows · correction included
Reading note · listed is different from carried.

The original graphic labels two handguns as the registration limit. Law 57, Article 46, distinguishes up to ten listed firearms from two carried at once. Confirm residency documents and filing deadlines with DIASP; the graphic mixes legal requirements with dealer practices.

02Import restrictions & reported figuresThe 2026–2027 suspension, exceptions, and existing permits
Source note · the decree and the chart’s statistics are separate.

Decree 19 sets the covered import suspension for September 22, 2026–September 21, 2027. The graphic’s crime counts, market shares, and import values have not been independently verified here. Its “all rifles” total does not identify how many were semiautomatic rifles covered by the decree.

Research chart preserved as supplied. Statistical categories should not be treated as the legal scope of the decree.
03Legal responsibilities & self-defenseOriginal diagram with a material correction to its Article 32 interpretation
Correction · the supplied self-defense diagram conflicts with the published code.

Article 32 in the Ministerio Público’s 2015 consolidated Penal Code lists three conditions and includes a qualified presumption concerning unauthorized entry into a residence. It does not support the diagram’s four-condition test or express duty-to-retreat requirement. The diagram’s automatic detention and trial outcome is also unsupported. Ask a Panamanian lawyer about current law and individual circumstances.

Bring relatives into the plan

A permit is personal.
A plan can be shared.

Record where permit documents are kept and who the family should contact. If an owner dies, ask DIASP and the estate lawyer about lawful custody and transfer before anyone takes possession. Law 57 addresses the holder’s death and authorized family transfers.

Law 57, Articles 56 and 58.
